Background of the LAS:
Lustonia is the capital city of Lustus’s Empire of Darkness. Every year, we conduct an examination for the LAS, Lustonia Adminstrative Service. Thousands of young graduates who pass this examination come to Lustonia for training in administrative services.
As a background for this elite service, it may be mentioned that LAS has been designed in such a way that, due to the great powers vested in the elite officers, and their access to wealth and fame, the Administration wants to wean the best minds away from intellectualism, and independent thought which could lead to civil war and revolutions and thus prove dangerous for the future of the Empire. We want them simply to be acting on the brief coming from above. The best minds among the students cannot be permitted to think independently, and develop new theories or inventions which could bring more happiness to the people, and unhappiness to our Lord. While in this service, they are not allowed to use their minds, or work up their imagination. They are ‘elevated’ to tools which act when pressed into service.
The first condition in the agreement is ‘Thou shalt mortgage thy conscience for all times to come. As a recompense, thou shall get power, wealth and fame’.
The second condition is: ‘Thou shall always remember that, even though thou shalt be called civil servants, thou shalt be always in the service of the Empire, not the people’. To the people, the officer must appear to be a great respecter of rules and regulations and those who violate the streel frame, risk imprisonment.
An officer of the administration is expected to assume a rugged, stolid and uncompromising posture which should inspire fear in the hearts of the people who come to meet him.
The officer will have the freedom to act, according to the rules, and even violate them, if it serves the ends of Lustonian Justice. Lustonian Penal Code wants its officers to crush all those who do not believe in the sacred values of greed, graft and grab. Those who talk of honesty, integrity, goodness, and God are treated under special laws dealing with treason.
The LAS has a special provision of the Iron Curtain. ‘Thou shalt not be afraid of the media’. The media, which works under the dictates of Great Lustus have been given the directive to stand by the Officers of the Empire.
Syllabus at the Training Centre:
At the Officers Academy, the following subjects will be taught, in order to give them a general briefing of their duties. It must be mentioned that their prime duty is towards the service of the Empire, and empire does not mean the people, but the Emperor, the Lustus the Great.
Curricular inputs will be given in various subjects of social, economic and political importance like Political Science, Economics, Public Administration, Law, Management, Behavioural Science, History and Culture and ICT etc
The Foundation course will orient officer trainees to administrative, social, economic and political environment of the country, generate awareness of the challenges and opportunities within the Civil Services, promote overall development of personality traits of the Officer Trainees: intellectual, moral, physical and aesthetic, and foster greater coordination among the members of different Civil Services by building esprit de corps.
Lustus Administration has laid down that these officers will be responsible for successful dispensation of the laws framed by the Govt. These officers are allowed a free hand to use power as they wish and amass as much wealth as they can, as a recompense for the loss of their conscience which must not prick them in the discharge of their duties.
Drawing inspiration from Dr. Faustus, who had bartered away his soul to the Devil for 24 years of wealth, power and fame, all LAS officers will be retired after 24 years of maximum service, but during these 24 years, they will have all the joys at their command, undisturbed by moral qualms, like Faustus.
All the LAS will spy on people who work for Ethics and Morality. They will try to neutralize them by heaping false cases on them. The services of an LAS officer were terminated because he had opened an NGO to help the destitute children.
Poverty is a Crime in a Free State
Lustus Administration does not want any destitution on its soil. Let there be no people who are helpless. Lustus wants his men to be smart. There is no restriction of any kind. If you take loans to the tune of hundreds of crores from a bank, and do not want to repay, Lustus Administration will protect your financial interests. There is no need to flee to any foreign country.
All the abductors, fraudsters, criminals, double dealers, smugglers, bootleggers, and underworld dons, who challenge gods will be treated like heroes and accommodated in the Senate.
No Crime State
The LAS is our premier service of the Empire. Every LAS must use his power to fill his coffers. It is the ultra-world of no crime. Which means, even if you do any foul act, there is no one to call it foul. The courts have been directed to appoint judges whose conscience is dead. Those who assert their freedom should be shortlisted, and produced before the Emperor.
