Even in my area they had their Khabri in every area. The police knew everything. Anytime a case happened they knew who did it. Only problem was their hands were tied as the criminal party had paid off the people at the top as in above the chowki level.In the case where they genuinely didn't know who was the criminal, they accused anyone in the street who had a criminal record.
