Shiromani Gurdwara Parbandhak Committee (SGPC) and radical Sikh group Damdami Taksal are at loggerheads over the construction of memorial in memory of the slain militant leader Jarnail Singh Bhindranwala and his accomplices who were killed during the Operation Blue Star.
