People get confused undertstanding free-will and hukam !!
This is understandable because we have free will to do whatever we are capable of so how can hukam be governing all this they ask ?
It's probably easier to look at hukam as if it is the master command above all. Imagine that it is the huge governing umbrella and UNDER it comes free will and actions of good or bad.
In effect, our free-will and the capability we have to choose and act is actually ALL under the divine command of hukam. Whatever we do, we can never overide the hukam, but the hukam can always overide our actions if need be.
There is ONLY HIM. We are part of HIM. There is NO me, No you, No him, in any corner, IT IS ALL HIM !!
Once you understand this, it starts to get easier.
