Question on Sangat's vs Management rights

Waheguru ji ka khalsa Waheguru ji ki Fateh!

I am not familiar with the bylaws of our local Gurdwara Sahib, but I assume they are similar to those of other Gurdwaras in the USA. Recently, there was internal conflict among the board members, leading to several resignations and a few members being asked to leave. As a result, only a small group (3-4 members) remain out of the original 10-member Board of Directors.

One individual, who is not widely respected, has assumed the role of president. This person has created significant tension, especially with the current Kirtani Jatha, even going so far as to have them arrested when they spoke out from the stage. The majority of the sangat deeply respect and support this Kirtani Jatha, while a small minority wishes to replace them with another Raagi Singh.

There is a growing consensus among the community that the entire board should resign and a new committee be formed to lead the Gurdwara Sahib. Is it legally possible to make this happen? What steps can we take to initiate this process?
