What if the peasantry is gone? Dr. Dalwinder Singh Grewal

If trade is important in cities, then agriculture in rural areas is much more important. Agriculture produces food and raw materials for all. In factories, except for minerals, all the raw materials pass through the fields, just as flour mills run on grains from the villages and the same grains are eaten by all the urban people. Then all the food givers believe. Not only does the farmer grow the crop, he also has a large team which contributes a lot in growing the crops, such as blacksmiths plowing the fields, plowing, plowing, plowing, etc., and plowing the fields when needed They also do repairs. Now they have started repairing even tractors. Carpenters make plows, plowshares, carts, carts, mills, hoeing squads etc. The masons build houses. The oil removes the oil of mustard-sesame etc., the weaver weaves the cotton, the weaver weaves the cloth and the rugs, sews the chimba cloth, ties the leather shoes, warms the bones in the sun and covers the bare feet in the cold of Poh. Zhiur fulfills the need for water. Similarly, there are those who help in waste management and there are also barbers who help in cleaning hair and nails as well as mediators in marriages. In modern times, electricians who fix motors and electrical connections, borers, etc. have also sought the help of the farmer. In fact, there is a large family in the village which fulfills all the needs of the village and makes it self-sufficient. It has all the elders, grandparents, aunts and uncles. . The little ones are loved as nephews and nieces and nephews. All are equal siblings, so the marriage is not performed in the village itself. Outside, when Jan goes to get married, Janj is first of all a village girl who The marriage takes place in that village. Her bread is first taken out and delivered to her house. All work together, share each other's secrets, and also help when needed. In case of flood or other calamity, the whole village comes together and resolves together. The girls in the vultures get together. And if it doesn't rain, all the girls get together and burn the dolls. At weddings, they get together and put on hacks and tie the knots and blow the nails together. Chobars put together bhangra and put on hacks. The whole village mourns over the death and if the animals get sick, the whole village stops coming and going. In games, all the children play with the children and together with the chobars. The elders sitting on the piles keep on laughing at each other. Even if the anger subsides, then the next day everyone forgets and comes back together. I have been enjoying this whole Rangla family for 3 years. Its core is Kirsan and Kirsani. Not only here, Kirsan is also associated with Mandi. Arhats whose peasants pile up grain in front of their shops and add value. If they do not get the money at the same time, they take loans and run the household. The wheat sifters, the plowmen and the accountants are all dependent on the farmer's farm. From this point of view, a long caravan depends on the farmer. If the land of the peasants is taken over by the corporates, and they are filled with their warehouses by cultivating with machines, as is feared, then it is not only the peasants who become extinct or become laborers, but also carpenters, blacksmiths, tanners, Teli, Panje, Julahe, Chibe, Nai Zhiur, Sanjhi, Andhatiye, Pledar, Munim, Chhanan Laanwala etc. will all be eliminated and will be included in the labor force. This will deprive almost half of the population of India of their livelihood. And you have to lose your real job and become a laborer. Won't these three newly enacted acts of the Central Government wipe out farmers as well as crores of workers? Won't all the cultural family ties of the villages end? Will not the right to equality enshrined in the Constitution be abolished by making a few Ambanis, Adanis, Tatas rich in trillions and more than half of them national laborers? Will democracy not end because these billionaires will continue to buy votes with Maya? Won't the East India Company become a slave state? With all this in mind, if the peasants are fighting to save themselves and their society and culture, isn't their struggle justified? If this struggle is justified then isn't it the duty of all of us to stand with him in this trouble? Is it a legal crime for them to go to Delhi and talk about their dying future? Is it right to stop them with obstacles like stars, rocks, tiaras, mounds of dirt, trolleys? Is it permissible for them to be showered with cold water or tear gas shells this Saudi? Won't the East India Company become a slave state? With all this in mind, if the peasants are fighting to save themselves and their society and culture, isn't their struggle justified? If this struggle is justified, then isn't it the duty of all of us to stand with them in this trouble?

Watching all the clips on Social media specially the punjabi media . Anti Farmer Bill Protest are manifestation of two narratives 1. Hatred for Modi and every single scheme he comes up with 2. Age old battle of Communism and Capitalism.

No one is discussing actually what is these three BILLS are about.

The media anchor dont know what Farmer Laws are about .Neither the protestors or reporters because no one have read the FARMER LAWS.

Someone in social media are asking why MSP is not a law . The fact is MSP was never a law .It was introduce to encourage farmers largely in Punjab & Haryana to push up Food Production which is now being called a Green Revolution .IT was a sought of Incentive, so if you produce more we buy it with a particular price. It has an annual variable .

There are apples, kinnows ,grape being produced which are all agriculture product(not covered under MSP) .Not every grain which comes out of every field is purchased by government nor is it purchased as per MSP .

THESE REFORMS ARE NOT ABOUT PDS and MSP .These reforms are giving the Farmer a choice (Still Farmers can go to corrupt vicholiya to sell there production)

"If an industrialist can sell his products anywhere in India and the world ,why should a farmer not be allowed to do so''

Anti Farmer Bill lobby wants choice provided to them on n everything from phones to cars and tractors they are driving to block Highways .but dont want the poor farmer who has been exploited for so long to have a choice to sell his produce.

My case is that bills are a strategic move to assists corporates to take over farming as they have been taking over the business gradually; thereby eliminating farmer and introducing a direct system of corporate and labour or worker in fine terms. You must understand the spirit of the bills which are sequentially introduced: The first bill permits hoarding legal; the second bill allows corporates and of land contractual hiring and eliminating the existing sales system and third system binding farmers not to appeal SDM's decision which has been made the highest authority thereby eliminating his appealing to the courts of justice. The corporate will now hire land, use machines to cultivate and hoard all the produce and then hoard it till they get maximum profit. Farmers will be lured to sell their land by giving higher prices and paying higher wages. Thereafter regularly used as hired workers on their terms since machinery will gradually take over their work. The richest Ambanis, Adanis and Tatas who have been gradually entering into farming filed first opening vegetable sale shops all over India and then by acquiring large farms already are too happy with the bills which are got approved with special pressure at the top by them and allurement that they would be kept in power through the electronic voting machine and media control.

Misguiding farmers about MSP being stopped in New Farmer Bill ,another misleading myth being spread is exploitation by big companies in the name of contract .

Bill contains sufficient provisions to protect the farmer from any exploitation .the contract and the agreement will guarantee the farmer to get the fixed price and farmers can withdraw at any point without any penalty.
Also the farmer Bill clearly prohibits the sales, lease , mortage of the farmers land. because agreement is on crops not on land.
Even after signing the contract, the farmer can withdraw anytime, without penalties, if no advance is taken. If the advance is taken, return (no interest charged) then withdraw.

Point 8 of the The Farmers (Empowerment and Protection) Agreement on Price Assurance and Farm Services Ordinance, 2020

''8. No farming agreement shall be entered into for the purpose of—
(a) any transfer, including sale, lease and mortgage of the land or premises of
the farmer; or
(b) raising any permanent structure or making any modification on the land or
premises of the farmer, unless the Sponsor agrees to remove such structure or to restore
the land to its original condition, at his cost, on the conclusion of the agreement or
expiry of the agreement period, as the case may be:
Provided that where such structure is not removed as agreed by the Sponsor, the
ownership of such structure shall vest with the farmer ...''

Key feature from Empowerment and Protection Act:
Farming agreement: The Ordinance provides for a farming agreement between a farmer and a buyer prior to the production or rearing of any farm produce. The minimum period of an agreement will be one crop season, or one production cycle of livestock. The maximum period is five years, unless the production cycle is more than five years.
Pricing of farming produce: The price of farming produce should be mentioned in the agreement. For prices subjected to variation, a guaranteed price for the produce and a clear reference for any additional amount above the guaranteed price must be specified in the agreement. Further, the process of price determination must be mentioned in the agreement.

These are strategic move in the sense what 1991 did for industries, Farmer Bill 2020will do to agriculture

The spirit of the bill is there will not be just one but thousands of private players to choose from. Competition by very nature kills monopoly of buyers(as exists now).
Investment, technology, economies of scale, modern equipment, better seeds, more crops, in-between-season crops, improved yields, better logistics and free access to markets.

Why are most protests from Punjab?

There is no market fee ,cess shall be levied under State APMC Act says the proposed new legislations In the exisitng system in Punjab the APMC /MAndi fee comes around 8.5%-a market fee of 3% and middle man fees(Arthiyas) commision of 2.5%.The arthiyas system in punjab is more influential in Punjab than elsewhere in India and hence more protest from punjab . In FY20, 36,000 Arhatiyas in Punjab reportedly pocketed commissions worth Rs 1,600 crore, while the state of Punjab collected Rs 3,600 crore in trade fees. Farmers made precious little. PM Modi’s Farm Bills, however, seek to put money into the hands of the farmers, something which no political leader has ever dared to attempt.

On the political note The Farmer Bill was in Congress 2019 Manifesto which Modi has implemented and taken the brunt.

Your legal opinion appears to be out of context and without basis. Delhi Bar Association has declared support to the farmers finding these laws being anti-farmer. The central government has also agreed to modify the acts which the farmers feel will go to destroy the farming.

Anyone who hates PM Modi wants to be seen with the Farmer Protest. The Congreess,AAP,TMC,AKALI, Dadi of Shaheen Bagh and unique entry of Canadian PM who from 2015 to 2019 had questioned and opposed MSP for Indian Farmers,PM-Kisan yojna .

It’s good news that farmer unions and government have finally begun to talk .But Government had made it clear the three Farmer Bills will not be rolled back.

What did FArmer Bill 2020 did ?
Offer three basic freedoms to the farmer.

1. He can now sell anywhere to anyone, freeing him from having to sell to a monopoly cartel at the APMC mandi.

2. the freedom to store inventory which was constrained so far by stocking limits in the Essential Commodities Act. This gives incentive for cold storages to come up, to whom farmers can now sell directly.

This fear of big cooperation taking over the agricuture , the answer to encourage farmers to organise themselves in the form of cooperatives, or farmer-producer organisations like Amul that the PM has spoken about.

One has to see the present situation what Punjab agriculture is going through under MSP. Punjab’s farmers produce what people don’t want and discourages them from growing what people do want. It results in overproducing wheat and rice and underproducing protein rich daal. Because of MSP, the Punjab farmer grows water guzzling rice, harms his soil, lowers his water table and kills thousands of people through air pollution from burning stubble.

One can conclude how difficult it is to reform in India. Successful reformers spend more time selling reforms than doing them .

@ Dalvinder Singh Grewal , @ Sikhilove1

Where does RSS comes into this Discussion? This Reform Bill goes way back before Modi Era .Do some research before reacting.

The Bill should not be withdrawn however amendments are welcomed otherwise it will a disaster to agriculture in long run.

So a Difference of opinion in a democracy makes one MOORKHA . Using Gurbani verse to drag the dicussion into communal is a show of religious extremist mindset.

. Jab koe apke vichardhara se sehemati nahe rakta hauta toh personal attack karo te label lagado a typical Modiphobia symtom . It is a shame of your age to give this kind of reply .

One hopes Modi doesn't wake up one day and recommend breathing in clean air or these modiphobic gang will pick up axes in their thousands and begin chopping trees .

Your approach is the same as the central Government. I a not here to discuss Government point of view. I am not stopping you from being with the Government. I have projected farmers view which I find absolutely right hence you have no right to force your side views on me.

You really dont want to discuss on the Bills on facts do you, but wants to communalise just like Leftist Naxaites are doing . You are from the Break-India Gang Living by the side of those who oppressed, killed, tortured, Maimed and kept the people of the sub-continent as Slaves claimed at the end of the day as democratic and now started preaching about democracy.
Sad to see yours parents earning going down.Your are just another uneducated person who replies are communal without substance.

Well, I’d rather believe the 38 UK MP‘s and UK lawyers who oppose the laws..I would say they’re a whole lot more educated and experienced than you.

Your responses show that you Are emotionally immature and I’m not engaging with you. Good day.

This gentleman doesn't want this discussion to go on merit because he doesn't have Historical facts, statistics nor he understands about MSP and present Agriculture Crises in Punjab . HE is Just Overreacting to a situation expecting others to follow suite and thus maintaining that fear psychosis among sikhs .

I do not who are you? From your writing, it comes out clear that either you are RSS or BJP person or centre Govt agent who wants to utilise this Space of SPN.
However I am requesting all the readers to beware of such propaganda.

I will give the prctical aspects of the three laws:
First law allowing Free Hoarding. Before 1955, hoarders, purchased the farmers produce at very cheap rates and kept in their garrages for considerable time, causing scarcity. Thereafter they will sell at skyrocketting prices for profits. This increased the poverty among producers and consumers. This was then stopped through a law where no one could hold more than 100 tons, Now this limit is gone through these laws and the buyers can buy ad hoard as much as it can. Ambani and Adanis have built up very large scale godowns (Cielos) in Punjab near Moga and in Haryana where they plan to buy entire produce of Punjab and Haryana, store it and sell for skyrocketting prices. During the second purchase season they will release the produce forcing the farmer to sell at lower price well below MSP. When the prices are not remunerative for existence fafrmers will hacve to sell their lands which Ambanis and Adanis will grab making the farmers landless and then invite them as labourers in their farms. When these are gradually mechanised, these farmers will have no way to go except to suicide.
Second Law: Contract farming: An example of this is Pepsi which entered into purchases of potatoes in Punjab. They purchased at Rs 600 per quintal initially and contracted for the second year for the same price with certain conditions of quality. When purchasing the second time they said that the quality of the potatoes is not meeting what has been agreed to in writing and also the price has become Rs 4 in the market. The farmer was not even getting the price for transporting hence they threw these potatoes on roads getting nil price for their produce. The same will happen in this new contract system. The poor will thus become further poor and farmers without any income and have to sell their lands hence the same problem. You must know Ambani befooled the public when introducing mobiles which were initially introduced at a cheaper rate but gradually rate were increased. Further, these laws have removed the provision of justice to these farmers by channelising through SDMs/ DCs and no court of law. It will the same situation where Jharkhand and Chhatisgarh farmers were duped and their fight for the right of land is now being described as terrorism.

Third law: abolition of mandi System: Punjab and Haryana has a set system of mandis which was very well defended by Swaraj and Jaitley in Parliament and now in circulation on Facebook and whatsapp. mandi system in Punjab ensures minimum support price to the farmers on which these farmers exist. But as this open mandi system has started these corporates have started buying cheap rice and wheat from states like UP and Bihar and are creating a glut in Punjab and Haryana mandis. As a result, the government stopped purchases and the farmers could not sell their products. Mandis are controlled by Govt which help building roads and maintenance of mandis. Arhtiyas are not dalals; they are just providing service for giving place to the farmers to dump their produce and make available for purchase. Their produce is also cleaned and made better for sale in these mandis through the services of arhtiyas. The farmers get their payment only after the sale of their crops but during their functions, at home or in other needs these arhtiyas help them in need without any interest.

In view of this; these laws are out to destroy the farmers for which the farmers in India are now fighting tooth and nail and can be seen from the national bund.

This is only for the knowledge for the readers of SPN so that they do not get waylaid by the RSS parcharaks.

All problems cited by you has nothing to do with NEW FARMER BILL.Infact the government is trying to address these through FARMER BILL 2020 .

The real problem is that a free agrimarket was killed in the name of socialism by Nehruvian Congress which created APMCs. The result was disastrous. The entire food procurement was captured by arhatiyas and their chamchas.

You cite examples of Contract FArming and Pepisco ,but silently ignoring the success of AMUL .Remember Milk is being g brought without MSP and the value of it is higher than wheat ,rice ,sugarcane combined .Poltry Farming is at 8-10 % per annum and all because of private players participation( check out Government website of Farm and Animal Husbandry ) .

Nestle is buying from more than 1 lakh farmers .

.The MAndi system is not going anywhere .Farmers are given more choice thats it.

Anyways ,You have given your Opinion so did I, The talks are going on between Government and Unionsw hope the matter gets resolved at the earliest

I disagree , There are many other Social MEdia platforms more effective than SPN for such propgandas.
I would have certainly tried them if my intention was.

Instead of getting extremely frustrated over my opinion to the extent of calling me RSS agent time and again .Introspect how our world is built on differences. If we all thought and believed the same , what uniqueness and beauty would we have? None. Life would be; a canvas with no colors or shapes.

Voices for reforms within any community are more effective when they come from community itself rather than blaming external factors. I am sorry, your strong Polarising mindset will not do good for our community.

One can wonder how our Gurus were treated and insulted with their varying opinions.

The laws are very clearly about entry of multinational/global corporates opening new markets in conditions that will allow them to manipulate prices. The idea that free market is going to help the farmers against huge corporates is a joke, look at the agricultural sectors of other countries who have gone through similar market liberalisation.
Devinder Singh ji has clearly explained the impact, with quite good explanation (would not mind quoting with credits elsewhere if he doesn't mind?). The strategic benefits for BJP, particularly Modi, is the dropped cost for the state by removing overheads (storing, buying crops etc) as well as the political gains of shoring up his credibility with global capital.
You don't need to be a marxist to understand the market Seeker. You just need to read some history. I suggest you do the same and pick the right side next time. Fascism has no future.

You are quoting Amul forgetting that they are not corporators building their empires; it has been a cooperative movement; the movement of the people which succeeded. One thing is not clear; why hide your identity? So afraid at the exposure?

The Bill is very clear its moving the Agriculture from Socialist(which have never succedded anywhere in the world) to Capitalist market . its about the choice been given to the farmers to sell their product wherever they want. Thanks to 90s reform you have choice to buy phones, cars, houses so whynot farmers.

He has presented the problem which are due to
old farms bills . iThis new Farmer Bill is introduced to address these problems. When you give 1990 Reform credit to Manmohan Singh and Narsima Rao its obvious Agriculture Reforms credit will go to Modi .This is how politics works .

You don't need to be a marxist to understand the market Seeker. You just need to read some history. I suggest you do the same and pick the right side next time. Fascism has no future.

History says Modi's has not invented the Farmer Bills. It has been in discussion before even BJP came into power, Read letters of former Agriculture Sharad Pawar, Kisan Unions have time and again requested for abolition of APMC.
It was there in Congress 2019 election manifesto .
I have quoted some of theem in discussion
What has Modi has done is implemented and taking the brunt.
Fascism has no future.
Agreed. And without Agriculture reforms Punjab has no future.

Apparently becoming clear that it's not about agriculture reforms.but hatred for Modi and holding the interest of crores of farmer to ransom

You are quoting Amul forgetting that they are not corporators building their empires; it has been a cooperative movement; the movement of the people which succeeded.
So why not encourage farmers to replicate AMUL like model in form of Cooperatives for there produce too . This is a lie that Big Corporates will take over the land of Farmer. Please quote where in the bill land grabbing has been mentioned .

One thing is not clear; why hide your identity? So afraid at the exposure?
I have already answered this in previous comment . BTW how many memberd have disclosed there real identity in this forum??

A very common concerns that in the garb of Contract Farming Big Coperates will acquire lands by grabbing it. This is where AMUL Model is can be of good effect:

''In AMUL Casae, middlemen were effectively replaced by dairy producers through farmers’ cooperatives. These cooperatives were layered up to the state level, where today the huge dairy infrastructure is totally owned by the state and district-level cooperatives, with dairy producers owning them via membership. The corporates do not, in any way, own the huge Gujarat dairy federation.
Contract farming would lead to sustainable agri modernisation in India if the ownership, leading to large economies of scale, were to be in the hands of farmers’ cooperatives. This is a lesson to be learnt — and emulated — from the example of Amul.
